Healthy Homes Assessment Services

Did you know that the Healthy Homes Standards came into effect on the 1st of July 2021? Landlords are now required to ensure that their Bridge P? rental properties meet the minimum Healthy Homes Standards within 90 days of any new or renewed tenancy and all private rental properties are required to be completely conforming by the 1st July 2024.

Fines for Failing to Comply

From the 1st of July in 2021, once a new or renewed contract is signed on a Bridge P? rental property, all Healthy Homes compliance items must be finished inside of 90 days.

Since the 1st July of 2021, when a new, renewed or varied tenancy is signed on a Bridge P? rental property, all Healthy Homes compliance work must be done by the end of 90 days.

Inability to adhere to all of the Healthy Homes Standards inside of the deadlines can result in a fine of up to $7200. Additionally, if the most current Healthy Homes Statement of Compliance isn’t included in the new, renewed or revised tenancy contract, there may be an additional fine or violation fee.

Every tenant is entitled to request details about the Healthy Homes Standard and how they are related to the house they live in. If the the property manager doesn’t provide the necessary information within 21 days from having received the inquiry, they could receive an infringement notice and be fined up to $750.

In addition, there’s also a penalty of up to $900 for landlords and property managers who provide a false or inaccurate Healthy Homes Compliance Statement or other information. The person who is responsible for this fine is the person who is named on the tenancy contract as the person renting the property and it could be the name of the landlord as well as the property management company.

It is also crucial to be aware that landlords who own multiple rental properties could face additional fines for non-compliance. Bridge P? Healthy Homes Compliance Timeframes

Tenancies established between 1 July 2019 and 30 , June 20,21

  • Underfloor and ceiling insulation is a requirement to all Bridge P? and New Zealand rental homes where it is reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply as well as an Insulation Statement, and an Insurance Statement must be included in any new, renewed or modified tenancy agreement.
  • Property managers and landlords are required to keep records of their the conformance to any Healthy Homes Standards that apply or will be in force during the tenure of their rental properties.

From 1 July 2021

  • Private landlords and property managers must make sure their rental properties conform according to Healthy Homes Standards within 90 days of a new, renewed or varied lease.
  • All the boarding homes (except Kainga Ora and registered Community Housing Provider boarder home tenancies) are required to comply with Healthy Homes Standard regardless of the date when the tenancy started.

From July 1st 2023

  • All homes rented from Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy first began.

From July 1st 2024

  • All rentals homes are required to comply with Healthy Homes Standard regardless of when the tenancy first began.
Unreasonable Gaps & Holes

Draught Stopping Bridge P?

Draughts may lead to lower temperatures in homes. A humid house costs more to heat, which results in wasting energy and increased bills.

What are unreasonable gaps or holes?

If you are able to feel external air coming in or a clear draught out of a hole or gap that is, it is likely to be a gap or hole that requirements sealing in any way. Large gaps and cracks should be stopped permanently. Cracks that are greater than 3mm and let air into or out from the home require seals. For instance, if an open fireplace is not in use, it may cause draughts and should be blocked from. Landlords and property managers are accountable for ensuring that such draughts are squelched in the maximum extent imaginable.

You don’t need to cover up gaps or holes that are part of the building. Heating Bridge P?

Bridge P? rental properties should have a permanent source of heating that is able to heat the largest or main living space to a minimum of 18degC, even on the winter coldest days. This is the recommended minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental outlook.

The source of heating needs to be fixed (i.e. not portable), at least 1.5 kW in heating capacity, and it must have the minimum heating capacity needed for the main living room. The Heating Assessment Tool can be used to determine if the fixed heater(s) are adequate or whether you will need to top up with an additional heater. Fires that are open and unflued heaters like mobile LPG bottle heaters aren’t considered acceptable heating options under those following the Healthy Homes Standard.

If the heating that you provide is electric heating or heat pump then it must be equipped with a thermostat. This will help make the heating more uniform and effective. For the majority of houses, bigger heaters that are fixed, such as wood burners, heat pumps pellet burners, flued gas heaters are needed. However, in some cases such as small apartments small apartments, a smaller electric fixed heater could be enough.

Insulation Bridge P?

Ceiling and underfloor insulation is required on all rental homes since 1 July 2019. All landlords and property managers have to make sure that the insulation meets current standard. In some cases, old ceiling insulation as well as insulation within the sub floor space might need to be filled with or replaced.
