Healthy Homes Assessment Services

Did you have any idea that the Healthy Homes Standards came into effect on the 1st July 2021? Landlords must make sure that their Bridge P? rental properties meet the minimum Healthy Homes Standards within 90 days of the start of any renewal or new tenancy and all private rental properties must be completely certified by 1 July 2024.

Fines for Failing to Comply

From the 1st of July in 2021, if a new, renewed or varied contract is signed on a Bridge P? rental property, all Healthy Homes compliance tasks must be completed inside of 90 days.

Since the 1st July of 2021, when a new or renewed tenancy is signed on the Bridge P? rental property, all Healthy Homes compliance work must be finished within 90 days.

Failure to comply with one of the Healthy Homes Standards inside of the expected timeframe can result in an amount of $7200. Furthermore, if a current Healthy Homes Statement of Compliance is not included in an updated, renewed, or revised tenancy agreement, there could be additional penalties or an infringement fee.

Anyone can request details about the Healthy Homes Standard and how they relate to the building they live in. If the the property manager doesn’t provide the required information within 21 days of receiving the request, they can receive an infringement notification and be fined up to $750.

Additionally, there is also a penalty of as much as $900 for property owners or property managers who provide a false or inaccurate Healthy Homes Compliance Statement or information. The person who is responsible for this fine is the one who is identified on the tenancy agreement as being the person leasing the property out It could also be the name of the landlord, or the company that manages the property.

All information in the Compliance Statement needs to be current at the time that the tenancy agreement is executed, and it should be kept updated during the entire tenancy, as relevant work gets completed.

It’s also important to keep in mind that a landlord who have multiple rental properties could face more severe penalties for not complying. The highest penalties are given only for serious violations, and landlords who own at least six rental properties could be fined as high as $50,000, and as much as $100,000 in hearings.

Bridge P? Healthy Homes Compliance Timeframes

Tenancies established between 1 July 2019 to 30 , June 20,21

  • The insulation of the ceiling and underfloor is compulsory in all Bridge P? and New Zealand rental houses where it is reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent An Insulation Statement as well as an Insurance Statement must be included in any renewal, new or modified tenancy agreement.
  • Landlords and property managers must keep records to demonstrate conformance with all Healthy Homes Standard that apply or will be in force during the tenure of your rental home.

From July 1st 2021

  • Private landlords and property managers have to ensure their rental properties comply to the Healthy Homes Standard within 90 days of a newly renewed, extended or changed tenancy.
  • All boarding homes (except Kainga Ora and registered Community Housing Provider Boarding home tenancies) must adhere to the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2023

  • All houses that are rented out to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must be in compliance with the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2024

  • All rental homes must comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Draughts can lead to less temperature in households. A draughty home is more expensive to heat, resulting in wasted money and energy.

What are unreasonable gaps or holes?

If you are able to feel external air flowing in or a clear draught from a gap or hole, then it is likely a crack or crack that needs sealing in some way. Cracks and gaps that are large should be fixed permanently. Any gaps greater than 3mm that let air in or out of your home require seals. In the case of an open fireplace isn’t being used, it may cause draughts and should be shut from. Landlords and property managers are accountable for making sure such draughts are eliminated in the maximum extent imaginable.

There is no need to block up intentional holes or gaps in the building. For instance, small gaps around windows and doors could be necessary to allow for movement of the building when the house is heated and cools in order to let them be closed and opened instead of than being stuck. Heating Bridge P?

Bridge P? rental properties need to have a stable heating source that can heat the principal or the biggest living room to at least 18 degrees Celsius, even on the most coldest days of the year. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical health and mental outlook.

The heating source needs to remain fixed (i.e. not portable) with at minimum 1.5 Kilowatts in heating capacity and have the minimum capacity for heating required to heat the living space in general. A Heating Assessment Tool could be used to determine if the existing fixed heater(s) are adequate or if you’ll need to ‘top up’ with an additional heater. Unflued combustion and open fire heaters, such as the portable LPG bottle heaters aren’t considered to be acceptable heating options in those following the Healthy Homes Standard.

If the heating system you offer is electric heating or heat pump then it must be equipped with a thermostat. This will help make the heating more reliable and effective. For the majority of homes, bigger heaters that are fixed, such as wood burners, heat pumps, pellet burners or flued gas heaters will be required. In some instances, like apartments with small spaces the smaller fixed electric heater could be enough.

If the living area already has a central heating source such as heat pumps, it might require an upgrade to meet the standards. Certain types of heaters cannot be utilised to meet the standard because they’re costly, not cost-effective to run, and/or unsafe to run.

Ventilation Bridge P?

Insulation Bridge P?

Insulation for underfloor and ceilings is required in all rental homes since July 1, 2019. All landlords and property managers are required to ensure that the insulation meets standards that are in line with the latest standard. In some cases, old ceiling insulation as well as insulation within the sub floor space might require to be replaced or replaced.
