Fines for Failing to Comply

From the 1st of July in 2021, if a new or renewed tenancy is signed on a Flaxmere rental property, all Healthy Homes compliance tasks have to be taken care of inside of 90 days.

Flaxmere Healthy Homes Compliance Timeframes

Tenancies signed beginning on 1 July 2019 and 30 June 2021

  • The insulation of the ceiling and underfloor is mandatory throughout Flaxmere and New Zealand rental homes where it’s reasonably practicable to put in.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement must be included with any new, renewed or modified tenancy agreement.
  • Landlords and property managers must keep records of their the compliance with the Healthy Homes Standard that apply or will apply during the tenure of an apartment rental.

From July 1st 2021

  • Property managers and private landlords should ensure that their rental properties are in compliance according to Healthy Homes Standards within 90 days of any new, renewed or varied lease.
  • All the boarding homes (except Kainga Ora and Community Housing Providers with registered boarder household tenancies) must adhere to the Healthy Homes Standard regardless of the date when the tenancy started.

Starting 1 July 2023

  • All homes let to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of the date when the tenancy started.

Beginning 1 July 2024

  • All rentals homes have to meet the Healthy Homes Standard regardless of the time of the first day of tenancy.

Heating Flaxmere

Flaxmere rental properties require a reliable source of heat which can warm the principal or the biggest living area to at minimum 18degC, even during the coldest winter days. If the heating you provide is an electric heater or heat pump, it should be equipped with a thermostat. This makes your heating more consistent and effective. For most houses, larger fixed heating equipment like heat pumps, wood burners pellet burners, flued gas heaters are needed. In some instances, like small apartment buildings the smaller fixed electric heater might be enough.

If the main living room is already equipped with a fixed heating source like a heat pump, then it may need some additional energy in order to comply with the standards. Some types of heaters can’t be utilised to meet the quality as they are either inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Flaxmere

All landlords and property managers should ensure the insulation meets standards that are in line with the latest quality.
