Fines for Failing to Comply

Beginning on July 1st, 2021, when a brand new, renewed or varied contract is signed on an Onekawa rental property, all Healthy Homes compliance tasks need to be completed within 90 days.

Beginning on July 1st, 2021, if a new or renewed lease is entered into on an Onekawa rental property, all Healthy Homes compliance work must be finished inside of 90 days.

Failure to meet one of the Healthy Homes Standards within the anticipated timeframe could result in a fine of up to $7200. Onekawa Healthy Homes Compliance Timeframes

Tenancies that were signed from 1 July 2019 and 30 June 2021

  • Insulation of the underfloor and ceiling is required to all Onekawa and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement must be included in any new, renewed or modified tenancy agreement.
  • Property managers and landlords are required to keep records of their the compliance with each Healthy Homes Standard that apply or will be in force during the tenure of an apartment rental.

Beginning 1 July 2021

  • Property managers and private landlords should ensure their rental properties conform with the Healthy Homes Standard within 90 days of a renewal, new or a change in tenant.
  • All boarding homes (except Kainga Ora and Community Housing Providers with registered for boarding house tenancies) must comply with the Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2023

  • All households let through Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered must comply with the Healthy Homes Standards regardless of when the tenancy began.

From July 1st 2024

  • All rental homes are required to comply with Healthy Homes Standard regardless of the time of the first day of tenancy.
