Healthy homes are important

What is the reason Healthy Homes Compliance so important?

A majority of households rent homes in New Zealand and Pakowhai, and research indicates that rental houses are most likely to be colder, older, are not as effective heating and have lower quality than homes that are owned by the owner.

Cold, damp and mouldy houses can have negative well-being outcomes, especially for illnesses such as colds and asthma, as well as cardiovascular diseases. In addition, people who reported at least four key home quality issues often suffer from poor life satisfaction and lower well-being.

The improvement in the standard of Pakowhai rental property can help tenants enjoy better mental and physical health and minimise the disruptions to their work, education and daily life due to illnesses. Your investment is also better protected from mildew, mould and damp-related damage, which results in lower maintenance costs in the long run.

The Healthy Homes Standard is a listing of minimum and specific requirements for heating, insulation Ventilation, Moisture Ingress and Drainage, as well as Draught-stopping within Pakowhai rental properties.

Unreasonable Gaps & Holes

Draught Stopping Pakowhai

Draughts increase the likelihood of less temperature in households. A damp home costs more to heat, which completed jobs in wasting money and energy.

If a draught can be felt from unreasonable gaps or holes, it needs to be closed.

What are unjustifiable gaps or holes?

If you can feel external air entering or the sound of a clear draught emanating from a gap or hole or crack, then it’s most likely a gap or an opening that requirements sealing in the way you can. Large cracks and gaps should be fixed permanently. Gaps greater than 3mm that let air in or out within the house require seals. In the case of an open fireplace is not in use, it can create draughts. This should be sealed from. Property managers and landlords are accountable for ensuring that these draughts are stopped whenever imaginable.

There is no need to block off holes or gaps that are part of the building. For example, tiny gaps around doors and windows could be necessary to allow for the movement of the building when the house is heated and cools so that they are able to be shut and opened, rather than securing. We will examine the windows and doors as part of our Healthy Homes assessment of your rental property.

Proper heating is crucial for well-being houses

Heating Pakowhai

Pakowhai rental properties should have a permanent source of heating that is able to heat the living room to at least 18degC even on the winter coldest days. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical health and mental wellbeing.

The source of heating needs that it be permanently fixed (i.e. not portable), at minimum 1.5 kW in heating capacity, and must meet the minimum capacity for heating required to heat the living space in general. The Heating Assessment Tool can be used to check if the existing fixed heater(s) are sufficient or whether you will require to "top up" with a new heater. Unflued combustion and open fire heaters, such as mobile LPG bottle heaters aren’t considered to be suitable heating options in those following the Healthy Homes Standard.

If the heating that you offer is electric heating or heat pump, it needs to include a thermostat. This will make the heating more uniform and effective. For most houses, larger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters are needed. However, in some cases like apartments with small spaces the smaller fixed electric heater may be sufficient.

If the main living room already has a permanent heating source such as a heat pump, then it might need an upgrade to be able to meet the standards. Certain types of heaters cannot be used to comply with the quality since they’re either inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Pakowhai

Every living space of the rental property should have at least one opening door or window to provide natural ventilation. In addition, humid areas like kitchens and bathrooms should have an venting fan outside to get rid of moisture.

This ventilation standard is all about understanding the fact that dry air will be much easier to heat, and that a well ventilated rental property will be less prone to developing mould and damp.

Bedrooms, living spaces, kitchens, and dining areas are considered liveable areas. Connecting spaces like the hallways are not liveable and are not require an opening door or window.

Each door, window or Skylight requirements at least of opening to the outside while remaining at an open angle to allow ventilation and fresh air ventilation.

All kitchens and bathrooms, and any other area in your home with a bath, shower and cooktop or another water-generating appliance will require appropriate extractor fans that can be vented towards the outside. We offer a Healthy Homes Assessment service will check that there is adequate ventilation throughout the living spaces that includes extractor fans that are suitable in high moisture areas.

Insulation Pakowhai

The insulation of the ceiling and underfloor is a requirement in all rental homes since July 1, 2019. Property managers and landlords should make sure that the insulation is up to this new quality. In certain situations, the existing ceiling insulation or insulation in the subfloor space may need to be replaced or replaced.

A well-insulated property will help to control condensation and lessen the likelihood of mould and dampness as well as making it easier to the home to keep heat.

Insulation needs to meet the R-values of your area.

The "R" signifies thermal resistance, and is a gauge of how well the insulation can withstand heat flow. The greater the R-value, the more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 Underfloor R 1.3
  • Zone 2 – the rest area of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 below floor R 1.3

Pakowhai Moisture Ingress & Drainage

Keeping your rental property safe from water damage isn’t only about what’s inside the building but you must ensure there is somewhere for surface as well as groundwater to move and to prevent it from getting into the building. When it comes to moisture and damp it’s often not apparent that it could be a huge problem and end up causing damages to your investment and harming your tenant’s well-being.

Rental properties require to be equipped with effective drainage for the removal of the stormwater and surface waters and ground water, including an appropriate runoff or outfall. Making sure that the water has a proper place to go, and it doesn’t get sucked into buildings is an essential part of making sure your property is dry.

In addition to a drainage system to avoid water ingress, if the rental has an enclosed gap between floorboards and soil, a ground-water barrier must be installed if it is reasonably practicable to install it.

A ground moisture barrier is generally made of polythene and is laid on top of the ground, in order to block any moisture present in the ground from entering the structure. It also assists in preventing moisture damage to the underfloor insulation.
