Healthy homes matter

What is the reason Healthy Homes Compliance so important?

One in three households rent homes in New Zealand and Pirimai, and research indicates that rental homes are most likely to be colder, older, have less efficient heating, and generally tend to be of poorer quality than houses that are owned by the owner.

Cold, damp and mouldy houses are associated with negative well-being results, specifically for ailments like colds and influenza, asthma, and heart diseases. Additionally, those who experience four or more key home quality issues often suffer from lower levels of satisfaction with life and a decrease in mental health.

The improvement in the quality of Pirimai rental property can allow tenants to experience better mental and physical health, and lessen the disruptions to their work, education and daily life due to diseases. Your investment is also protected from mould, mildew and damp-related damage, which results in lower costs for maintenance in the long-term.

The Healthy Homes Standards are a list of specific and minimum standards for heating, insulation Ventilation, Moisture Ingress and Drainage, as well Draught Stopping on Pirimai rental properties.

Unreasonable Gaps & Holes

Draught Stopping Pirimai

Draughts may lead to low temperatures inside homes. A cold house will cost more to heat, which means wasting energy and incurring higher costs.

If a draft can be noticed from gaps that are not adequate or holes that it needs to be closed.

What are unreasonable gaps and holes?

If you are able to feel external air getting in, or see a clear draught from a crack or a gap that is, it’s probably a gap or an opening that requirements sealing in somehow. Cracks and gaps that are large should be stopped permanently. Cracks that are greater than 3mm and let air in or out of the house need to be sealed. In the case of an open fireplace isn’t used it can create draughts. This should be sealed off. Property managers and landlords are responsible for making sure that these draughts are stopped as far as imaginable.

You don’t need to block up intentional holes or gaps that are part of the construction. For instance, small gaps around doors and windows may be required to allow movement of the structure when the house gets warmer and cooler, so that they are able to be opened and closed rather than securing. We will examine all doors and windows as part of your Healthy Homes assessment of your rental property.

Heating Pirimai

Rental properties in Pirimai require a reliable heating source that can warm the principal or the biggest living room to at least 18degC, even on the most coldest days of the year. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical well-being and mental wellbeing.

The heating source requirements to remain fixed (i.e., not portable), at least 1.5 kW in heating capacity, and must meet the minimum capacity for heating required for the main living space. A Heating Assessment Tool could be used to determine whether the current permanent heater(s) are adequate or whether you will require to "top up" by adding a second heater. Fires that are open and unflued heaters like portable LPG bottle heaters aren’t considered to be safe heating options in The Healthy Homes Standard.

If the heating that you offer is an electric heater or heat pump, it requirements to have an thermostat. This makes the heating more reliable and effective. For most properties, larger fixed heating devices such as heat pumps, wood burners, pellet burners or flued gas heaters will be required. However, in certain instances such as small apartments small apartments, a smaller electric fixed heater might be enough.

If the living area already has a permanent heating source such as heat pumps, it could need some additional energy to make sure it meets the requirements. Certain kinds of heaters aren’t able to be used to achieve the quality as they are either costly, not cost-effective to run, or are unsafe to operate.

Ventilation Pirimai

Each liveable space in the rental property should include at least one open window or exterior door to offer natural ventilation. Additionally, areas with high moisture areas such as kitchens and bathrooms should have an externally vented extractor to take moisture away.

A ventilation standard is about recognising the fact that dry air will be easier to heat, and that the property that is properly ventilated is less likely to be a victim of damp and mould.

Bedrooms, living spaces, kitchens, and dining rooms are considered liveable spaces. Spaces that connect, such as the hallway aren’t considered living spaces and therefore don’t need an opening door or window.

Each window, door or the skylight requirements to be able to open up to the outside while remaining at an open angle, allowing to circulate fresh air as well as air flow.

All bathrooms and kitchens and any other area in your home with shower, bath, cooktop or other high moisture-producing item will need adequate extractor fans which are vented to the outdoors. We offer a Healthy Homes Assessment service will check that there is adequate ventilation in each livable space that includes extractor fans that are suitable in areas of high moisture.

Insulation Pirimai

Ceiling and underfloor insulation is a requirement to all rental homes since July 1, 2019. Property managers and landlords should ensure that the insulation is up to this new quality. In certain situations, the current ceiling insulation, or the insulation of the sub floor space might require to be filled with or replaced.

A well-insulated house will reduce the risk of condensation, and decrease the risk of mould and dampness, and will also make much easier to the home to keep the heat.

Insulation needs to be in compliance with the R-values for your area

The "R" stands for thermal resistance, and is a measure of how well the insulation can withstand heat flow. The higher the R-value, the more effective the insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9 Underfloor R 1.3
  • Zone 2 – the remainder of the North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and the entire South Island – ceiling R 3.3 and underfloor R 1.3

Pirimai Moisture Ingress & Drainage

Protecting your rental property from dampness isn’t just about what’s inside the building but you must make sure there is somewhere for surface, rain and underground water to flow and stop it from coming into the building. When it comes to moisture and damp it is typically those concerns that you aren’t aware of that can become a big problem that can cause damage to your investment and harming your tenant’s well-being.

Rental properties should be equipped with efficient drainage to remove the stormwater and surface waters and ground water, which includes the proper outfall or runoff. Making sure that the water has a place to go, and it doesn’t get sucked into buildings is an essential part of making sure your property is dry.

In addition to a drainage system to avoid the ingress of moisture, if your apartment has an enclosed gap between the floor and the ground, a ground moisture barrier must be constructed if it’s reasonably practicable to do so.

The ground-moisture barrier generally a sheet of polythene that is placed over the ground to stop any moisture from the ground from rising into the building. It also helps in preventing water damage to the floor insulation.
