Fines for Failing to Comply

Putorino Healthy Homes Compliance Timeframes

Tenancies that were signed beginning on 1 July 2019 to the 30th June in 2021

  • Insulation of the underfloor and ceiling is mandatory for all Putorino and New Zealand rental houses where it’s reasonably practicable to put in.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included with any new, renewed or amended tenancy agreement.
  • Property managers and landlords are required to keep records to demonstrate the compliance with all Healthy Homes Standards that apply or will be applied to their rental properties.

From July 1st 2021

  • Private landlords and property managers are required to make sure their rental properties comply according to Healthy Homes Standard within 90 days of any new, renewed or varied tenant.
  • All boarding households (except Kainga Ora and Community Housing Providers with registered Boarding household tenancies) are required to comply with Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2023

  • All houses that are rented out from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must meet the Healthy Homes Standards regardless of when the tenancy first began.

Starting 1 July 2024

  • All rentals homes are required to comply with Healthy Homes Standards regardless of when the tenancy first began.

Heating Putorino

Rental properties in Putorino need to have a stable source of heating that can heat the principal or the biggest living space to at least 18degC even on the winter coldest days. This is the minimum indoor temperature suggested by the World Health Organisation for people’s physical health as well as their mental health.
