Healthy homes are important

What are the reasons why Healthy Homes Compliance so Important?

One in three households rent in New Zealand and Raupunga, and research has shown that these rental houses are most likely to be colder, older, have less effective heating, and generally have lower quality than owner occupied properties.

The damp, cold and mouldy houses are associated with negative well-being results, specifically for ailments like colds and influenza, asthma, and cardiovascular issues. Furthermore, people who have reported at least four major housing quality problems frequently have poor life satisfaction and lower psychological well-being.

Improving the standard of Raupunga rental property can help tenants enjoy better physical and mental health as well as lessen disruption to work, learning and daily life because of health issues. Your investment will be secured from mildew, mould and damp-related damage, which results in lower maintenance costs over the long term.

The Healthy Homes Standard is a list of the specific and minimum requirements for heating, insulation Ventilation, Moisture Ingress and Drainage, and Draught Control on Raupunga rental properties.

Unreasonable Gaps & Holes

Draught Stopping Raupunga

Draughts can lead to low temperatures inside households. A humid house is more expensive to heat, meaning wasting energy and resulting in higher bills.

If a draft can be felt through gaps that are too large or holes that it needs to be sealed.

What are unreasonable gaps and holes?

If you are able to feel external air entering or a clear draught from a gap or hole or crack, then it’s most likely a gap or hole that needs sealing in any way. Cracks and gaps that are large should be permanently stopped. The gaps that exceed 3mm that allow air in or out from the house require sealing. For example, if an open fireplace is not in use, it can create draughts. This must be sealed from. Property managers and landlords are responsible for making sure such draughts are eliminated whenever possible.

There is no need to block off holes or gaps in the building. For instance, small gaps around doors and windows might be necessary to allow for movement within the building as the home heats and cools, so that they can still be closed and opened rather than being stuck. We will examine all doors and windows as part of your Healthy Homes assessment of your rental property.

Heating Raupunga

Rental properties in Raupunga should have a permanent heating source that is able to heat the main or largest living area to at minimum 18 degrees Celsius, even on the most coldest days of the year. This is the recommended minimum indoor temperature suggested by the World Health Organisation for people’s physical well-being and mental well-being.

The source of heating needs for it to be permanent (i.e. not portable) with at least 1.5 kW in heating capacity and have the minimum required heating capacity in the living area. A Heating Assessment Tool can be used to determine whether your current permanent heater(s) are adequate or whether you will require to "top-up" with an additional heater. Open fires as well as unflued combustion heaters like portable LPG bottle heaters are not considered acceptable heating options in the Healthy Homes Standard.

If the heating that you provide is electric heating or heat pump it needs to be equipped with the thermostat. This makes your heating more consistent and efficient. In most homes, larger fixed heating equipment like wood burners, heat pumps, pellet burners or flued gas heaters are needed. In some instances, like small apartment buildings the smaller fixed electric heater could be enough.

If your living space already has a central heating source, like an air conditioner, it may need an upgrade in order to comply with the standards. Certain kinds of heaters aren’t able to be used to meet the quality since they’re either expensive, inefficient or unsafe to operate.

Ventilation Raupunga

Each living space within a rental house must include at least one open windows or an exterior door to offer natural airflow. In addition, humid areas such as kitchens or bathrooms should have an externally vented extractor fan to remove moisture.

The ventilation standard is all about acknowledging the fact that dried air can be more easy to heat and a well ventilated rental property is less likely to develop mould and damp.

Bedrooms, living rooms, kitchens, and dining rooms are considered liveable areas. Connecting spaces like the hallway aren’t liveable and therefore do not require an opening door or window.

Each window, door , or Skylight needs to have the ability of opening to the outside, but remain closed in order to allow ventilation and fresh air air flow.

All bathrooms and kitchens as well as any other space in your house that houses a bath, shower or cooktop, or any other moisture-producing item will require suitable extractor fans that are vented out to the outside. Our Healthy Homes Assessment service will ensure that there is sufficient ventilation throughout the living spaces that includes extractor fans that are suitable in areas with high moisture.

Insulation Raupunga

Ceiling and underfloor insulation is a requirement for all rent houses as of July 1st, 2019. All landlords and property managers should make sure that the insulation meets standards that are in line with the latest quality. In certain situations, the existing ceiling insulation or insulation in the sub floor space may require to be filled with or replaced.

A properly insulated home can reduce condensation, and decrease the risk of mould and dampness, and will also make much easier to allow the household to hold the heat.

Insulation requirements to meet the R-values that are appropriate for your region.

The "R" signifies thermal resistance and is a measure of how well the insulation resists heat flow. The more high the R-value, more efficient the insulation.

  • Zone 1 Zone 1 Auckland & Northland Ceiling R 2.9 and underfloor R 1.3
  • Zone 2 – the remainder part of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3

Raupunga Moisture Ingress & Drainage

Protecting your rental property from moisture isn’t just about what’s inside the building but you must ensure there is somewhere for rain, surface and underground water to flow and prevent it from getting into the building. When it is about damp and water, it’s usually not apparent that it can become a big problem, causing damage to your investment as well as harming the tenant’s health.

Rental properties must be equipped with effective drainage for the removal of storm water, surface water, and ground water. This includes the proper outfall or runoff. Making sure that water has a place to go, and also that it isn’t allowed to remain beneath structures is an crucial aspect of maintaining your property’s dry.

Alongside an irrigation system to stop moisture ingress, if your apartment has an enclosed gap between floorboards and the ground, a ground water barrier must be constructed if it’s reasonably practicable to install it.

A ground moisture barrier is typically an insulating sheet of polythene laid over the ground, in order to block any moisture in the ground from accumulating into the property. It also helps in preventing moisture damage to the underfloor insulation.
