Fines for Failing to Comply

Raupunga Healthy Homes Compliance Timeframes

Tenancies signed in the period between July 1st 2019 and 30 June 2021

  • Underfloor and ceiling insulation is a requirement in all Raupunga and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Declaration of Intent along with an Insulation Declaration and an Insurance Statement should be included with any renewed, new or amended tenancy agreement.
  • Property managers and landlords are required to keep records that demonstrate compliance with any Healthy Homes Standards that apply or will be in force during the tenure of their rental properties.

Starting 1 July 2021

  • Property managers and private landlords are required to ensure that their rental properties are in compliance according to Healthy Homes Standards within 90 days of any renewal, new or a change in tenant.
  • All boarding houses (except Kainga Ora and registered Community Housing Provider Boarding household tenancies) must adhere to the Healthy Homes Standards regardless of when the tenancy began.

Beginning 1 July 2023

  • All houses which are rented to Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of when the tenancy began.

From 1 July 2024

  • All rental houses must comply with the Healthy Homes Standard regardless of when the tenancy first began.
