The areas that are covered by the Healthy Homes Standards are:

We will evaluate the rental property you have in order to determine whether it is in compliance with the NZ Healthy Homes and Residential Tenancy Acts standards. Following the assessment, we’ll advise you or your property manager of the tasks which needs to be done, and provide the report with all the necessary information for your tenancy agreement’s Healthy Home Statement of Compliance.

Failure to fulfill the requirements under the Healthy Homes Standards is a violation under the Residential Tenancies Act 1986, and any landlord who is found to be not following the rules could be subject to fines of up to $7200 plus any additional healthy homes related fines.

Fines for Failing to Comply

Since the 1st July of 2021, once a new or renewed contract is signed on a Roys Hill rental property, all Healthy Homes compliance tasks have to be done by the end of 90 days.

Since the 1st July of 2021, when a new, renewed or varied tenancy is signed on the Roys Hill rental property, all Healthy Homes compliance work must be completed inside of 90 days.

Failure to adhere to each of Healthy Homes Standards by the end of the expected timeframe can result in the possibility of a fine up to $7200. Additionally, if a existing Healthy Homes Statement of Compliance is not included in the renewal, new or revised tenancy agreement it could result in an additional penalty or infringement fee.

Any tenant can ask for details about the Healthy Homes Standard and how they relate to the building they live in. If the landlord or property manager is unable to supply the information requested within 21 days of being informed of the request, they may be issued an infringement notice and be fined as high as $750.

In addition, there’s also a penalty as much as $900 for property owners or property managers who have provided a false or false Healthy Homes Statement of Compliance or any other information. The person who is responsible to pay this fine is the one who is named on the tenancy agreement as the one who is who is letting the property which could be the name of the landlord as well as the property management company.

All information in the Statement of Compliance needs to be correct before the tenancy agreement can be signed, and ideally it must be updated throughout the tenancy as any related work is completed.

It’s also crucial to remember that landlords who have several rental properties can face additional fines for non-compliance. The highest penalties are handed down for the most serious violations, and landlords who own more than six properties could be penalised up to $50,000, or as high as $100,000 in hearings.

It is clear that failure to meet requirements of Healthy Homes requirements can hit your wallet hard, with significant fines and having to continue to comply. Don’t take a chance with your rental property, contact us today and request a house assessment done on your rental property.

Healthy homes are important

Why is Healthy Homes Compliance important?

Unreasonable Gaps & Holes

Draught Stopping Roys Hill

Draughts can lead to low temperatures inside houses. A cold home costs more to heat, which completed jobs in wasting energy and incurring higher costs.

If a draught is felt from unreasonable gaps or holes or holes, it needs to be sealed.

What are unreasonable gaps or holes?

If you can feel external air flowing in or the sound of a clear draught emanating from a gap or hole and you are able to feel it, it is likely to be a gap or crack that requirements sealing in some way. Large gaps and cracks should be permanently stopped. The gaps that exceed 3mm that let air in or out from the home require the sealing. In the case of an open fireplace isn’t in use it can cause draughts and should be blocked from. Landlords and property managers are accountable for ensuring such draughts are eliminated as far as possible.

There is no need to block up intentional gaps or holes in the construction. For instance, small gaps around doors and windows may be required to allow for movement within the structure when the household heats and cools, in order to let them be closed and opened rather instead of being stuck. We will inspect all doors and windows during your Healthy Homes assessment of your rental property.

Heating Roys Hill

Roys Hill rental properties should have a permanent source of heating that is able to heat the principal or the biggest living room to at least 18degC, even during the most coldest days of the year. This is the recommended minimum indoor temperature that is recommended by the World Health Organisation for people’s physical well-being as well as their mental health.

The source of heat requirements to remain fixed (i.e. not portable) that is, at minimum 1.5 kW in heating capacity, and meet the minimum capacity for heating required in the living area. The Heating Assessment Tool can be used to determine whether the permanent heater(s) are adequate or whether you will require to top up with an additional heater. Unflued combustion and open fire heaters, such as small portable LPG bottle heaters aren’t considered to be suitable heating options in the Healthy Homes Standard.

If the heating that you offer is electric heating or heat source, then it must have an thermostat. This makes the heating more reliable and effective. For the majority of homes, bigger heaters that are fixed, such as wood burners, heat pumps, pellet burners or flued gas heaters are required. In certain situations, like small apartments an electric, fixed heater may be sufficient.

If the main living room already has a permanent heating source like an air conditioner, it might require some additional energy to meet the standards. Certain types of heaters cannot be used to meet the quality since they’re either expensive, inefficient and/or unsafe to run.

Ventilation Roys Hill

Every living space of a rental home must contain at minimum one open windows or an exterior door to provide natural ventilation. In addition, high moisture spaces like kitchens and bathrooms must have a suitable externally vented extractor fan that can get rid of moisture.

This ventilation quality is about recognising the fact that dry air is much easier to heat, and that a property that is well ventilated is less likely to be a victim of damp and mould.

Bedrooms, living rooms, dining rooms, and kitchens are considered to be liveable spaces. Spaces that connect, such as the hallway aren’t considered liveable and therefore don’t need an opening door or window.

Each window, door or Skylight needs to be able to open to the outside while remaining set in an opening position to allow to circulate fresh air as well as air flow.

All kitchens and bathrooms, and every other room of your home with shower, bath cooker or any other moisture generating item will require proper extractor fan systems which are vented out to the outside. We offer a Healthy Homes Assessment service will verify that there is enough air circulation in every living space that includes extractor fans that are suitable in high moisture areas.

Insulation Roys Hill

The insulation of the ceiling and underfloor has been compulsory in all rental homes as of July 1st, 2019. All landlords and property managers have to ensure that the insulation is up to standards that are in line with the latest standard. In some instances, old ceiling insulation as well as insulation within the sub floor space may need to be replaced or replaced.

A properly insulated home will help to control condensation and lessen the likelihood of mould and dampness as well as making more easy for the house to keep heat.

Insulation needs to meet the R-values that are appropriate for your region.

The "R" signifies thermal resistance, and is a measure of how well insulation is able to resist heat flow. The higher the R-value, the higher the standard of insulation.

  • Zone 1 - Auckland & Northland - ceiling R 2.9, underfloor R 1.3
  • Zone 2 – The rest part of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 - North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 and underfloor R 1.3

Roys Hill Moisture Ingress & Drainage

Making sure your rental property is protected from the effects of moisture isn’t just a matter of what’s inside the building It’s about having to make sure there is somewhere for surface, rain or ground water, and to prevent it from getting into the building. When it comes to moisture and damp it is often not apparent that it could be a huge problem and end up causing damage to your investment as well as harming your tenant’s health.

Rental properties should be equipped with efficient drainage to eliminate the stormwater and surface waters, and ground water. This includes an appropriate runoff or outfall. Making sure the water has a location to go and that it isn’t allowed to remain beneath structures is a crucial aspect of keeping your property dry.

In addition to an irrigation system to stop the ingress of moisture, if your rental has an enclosed gap between floorboards and the ground, a ground water barrier must be constructed if it’s reasonably practicable to do so.

Ground moisture barriers are generally a sheet of polythene that is placed over the ground to stop any moisture from the ground from rising into the building. It also assists in preventing moisture damage to the underfloor insulation.
