Fines for Failing to Comply

From the 1st of July in 2021, when a brand new or renewed tenancy is signed for a St Leonards rental property, all Healthy Homes compliance tasks have to be completed within 90 days.

From the 1st of July in 2021, when a new, renewed or varied contract is signed on the St Leonards rental property, all Healthy Homes compliance work must be taken care of within 90 days.

Tenancies signed from 1 July 2019 and 30 June 2021

  • Ceiling and underfloor insulation is mandatory throughout St Leonards and New Zealand rental homes where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement along with an Insulation Declaration and an Insurance Statement should be included in any renewal, new or altered tenancy contract.
  • Property managers and landlords have to keep records that demonstrate the compliance with the Healthy Homes Standard that apply or will apply during the tenure of your rental home.

From 1 July 2021

  • Property managers and private landlords are required to ensure their rental properties comply in accordance with Healthy Homes Standard within 90 days of a new, renewed , or altered tenancy.
  • All boarding houses (except Kainga Ora and registered Community Housing Provider boarding house tenancies) must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2023

  • All houses let by Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers are required to comply with the Healthy Homes Standards regardless of the date when the tenancy started.

From 1 July 2024

  • All rentals houses must comply with the Healthy Homes Standards regardless of the time of the first day of tenancy.

Heating St Leonards

Rental properties in St Leonards need to have a stable source of heat that is able to heat the largest or main living space to at least 18degC, even during the most coldest days of the year.
