Healthy homes matter

What is the reason Healthy Homes Compliance so important?

A majority of households rent from New Zealand and Te Hauke, and research suggests that rental houses are most likely to be colder, older, have less efficient heating, and generally have lower quality than owner occupied properties.

The damp, cold and mouldy homes are associated with negative health results, specifically for diseases like colds and asthma, as well as cardiovascular diseases. Additionally, those who reported at least four major home quality issues often suffer from poor life satisfaction and lower psychological well-being.

Improving the standard of Te Hauke rental property can help tenants enjoy better mental and physical health and minimise the disruption to work, learning and living because of diseases. Your investment is also better protected from mildew, mould and damp , which means less costs of maintenance in the long-term.

The Healthy Homes Standards are a list of specific and minimum requirements for heating, insulation Ventilation and Ventilation and Drainage, and Draught Stopping within Te Hauke rental properties.

Unreasonable Gaps & Holes

Draught Stopping Te Hauke

Draughts can lead to dropping temperatures within households. A cold home will cost more to heat, meaning wasting energy and increased bills.

If a draught could be felt from unreasonable gaps or holes the area requirements to be closed.

What are the most unreasonable gaps or holes?

If you can feel external air getting in, or see the sound of a clear draught emanating from a gap or hole and you are able to feel it, it’s likely a crack or crack that needs sealing in some way. Large cracks and gaps should be fixed permanently. The gaps that exceed 3mm that let air into or out of your home require to be sealed. For example, if an open fireplace isn’t used it may cause draughts and must be sealed off. Landlords and property managers are responsible for making sure such draughts are eliminated whenever imaginable.

You don’t need to cover up holes or gaps that are part of the construction. For instance, small gaps around doors and windows might be necessary to allow for the movement of the building when the home warms and cools in order to let them be shut and opened, rather instead of being stuck. We will check every window and door as part of your Healthy Homes assessment of your rental property.

Heating Te Hauke

Te Hauke rental properties must have a fixed heating source that can heat the principal or the biggest living room to at least 18degC, even during the coldest days of the year. This is the minimum indoor temperature recommended by the World Health Organisation for people’s physical health as well as their mental health.

The heating source needs to remain fixed (i.e. not portable) and at minimum 1.5 Kilowatts in heating capacity, and it must have the minimum requirement for heat capacity for the main living space. A Heating Assessment Tool can be used to determine whether the current fixed heater(s) are sufficient or if you’ll require to "top up" with an additional heater. Unflued combustion and open fire heaters like portable LPG bottle heaters are not considered acceptable heating options for the Healthy Homes Standard.

If the heating that you offer is electric heating or heat source, it should include the thermostat. This will help make the heating more reliable and effective. For most homes, larger fixed heating systems such as heat pumps, wood burners pellet burners, flued gas heaters are necessary. However, in certain instances such as small apartments, a smaller fixed electric heater may suffice.

If your living space is already equipped with a fixed heating source such as the heat pump, it could need an update in order to comply with the standards. Some types of heaters can’t be used to meet the standard since they’re either not effective, cost prohibitive to operate or are unsafe to operate.

Ventilation Te Hauke

Every living space in a rental property has to have at least one opening door or window to offer natural airflow. In addition, humid areas such as kitchens or bathrooms must have a suitable externally vented extractor to eliminate moisture.

It is the ventilation standard is all about recognising it is that dried air can be less difficult to heat, and that a well ventilated rental property is less likely to be a victim of damp and mould.

Bedrooms, living rooms kitchens, and dining rooms are considered liveable areas. Connecting spaces like the hallway aren’t considered liveable , and thus don’t require an opening door or window.

Every window, door or the skylight requirements at least to open up to the outside, and stay at an open angle in order to allow to circulate fresh air as well as air flow.

Bathrooms, kitchens, and every other room of your home with shower, bath and cooktop or another humidity-generating items will need proper extractor fan systems that are vented out to the outside. The Healthy Homes Assessment service will make sure there is sufficient ventilation in each livable space and will also check for the proper extractor fans in areas of high moisture.

Insulation Te Hauke

Underfloor and ceiling insulation is required for all rent homes as of July 1st, 2019. Property managers and landlords are required to ensure that the insulation is up to standards that are in line with the latest standard. In some cases, existing ceiling insulation or insulation in the subfloor space may require to be replaced or replaced.

A well-insulated house will help to control condensation and lower the chance of mould and dampness and also makes much easier for the home to retain warmth.

Insulation requirements to meet the R-values of your area.

The "R" signifies thermal resistance and it is a measurement of how well the insulation can withstand heat flow. The greater the R-value, the more effective the insulation.

  • Zone 2 – the rest area of North Island except Taupo and the Central Plateau – ceiling R 2.9 and underfloor R 1.3

Te Hauke Moisture Ingress & Drainage

Keeping your rental property safe from moisture isn’t just about what’s inside the building It’s about having to make sure there is somewhere for surface and underground water to flow, and also stop it from getting into the building. When it is about damp and water, it’s usually the things you don’t notice that can cause a lot of trouble and cause the property to suffer and harming your tenant’s well-being.

Rental properties require to be equipped with efficient drainage to get rid of storm water, surface water and ground water, which includes an appropriate runoff or outfall. Making sure that the water has a place to go, and that it doesn’t sit beneath structures is an important aspect of maintaining your property’s dry.

Alongside a drainage system to avoid the ingress of moisture, if your rental is enclosed between the floor and ground, a ground water barrier must be constructed if it’s reasonably practicable to do so.

A ground moisture barrier is typically a sheet of polythene that is placed over the ground to stop any moisture from the ground from accumulating into the structure. It also helps to prevent any damage to your underfloor insulation.
