Unreasonable Gaps & Holes

Draught Stopping Te Mata

Draughts are a major cause of lower temperatures in households. A draughty home will cost more to heat, which means wasting money and energy.

If a draught could be felt through gaps that are too large or holes, it requirements to be closed.

What are unreasonable gaps and holes?

If you can feel external air coming in or the sound of a clear draught emanating from a gap or hole and you are able to feel it, it is probably a gap or hole which requirements sealing in the way you can. Cracks and gaps that are large should be stopped permanently. The gaps that exceed 3mm that allow air in or out into the home need sealing. For example, if the open fireplace is not in use, it can create draughts. This should be blocked off. Property managers and landlords are responsible for making sure such draughts are eliminated as much as imaginable.

You don’t need to cover up gaps or holes that are part of the building. For example, tiny gaps around windows and doors may be required to allow for the movement of the building as the house is heated and cools so that they are able to be closed and opened instead of than securing. We will test every window and door in our Healthy Homes assessment of your rental property.

A good heating system is important for well-being homes

Heating Te Mata

Te Mata rental properties should have a permanent heating source that can heat the largest or main living area to at minimum 18degC even on the coldest winter days. This is the minimum temperature indoors recommended by the World Health Organisation for people’s physical health and mental well-being.

The heating source requirements that it be permanently fixed (i.e. not portable) that is, at least 1.5 kW of heating capacity and have the minimum requirement for heat capacity for the main living space. A Heating Assessment Tool can be used to check if the fixed heater(s) are adequate or if you’ll require to "top-up" with a new heater. Open fires and unflued combustion heaters, such as mobile LPG bottle heaters are not considered to be safe heating options for The Healthy Homes Standard.

If the heating that you provide is electric heating (or heat pump), then it must be equipped with the thermostat. This will make the heating more consistent and effective. For the majority of houses, bigger heaters that are fixed, such as wood burners, heat pumps pellet burners, flued gas heaters are needed. In some instances, like apartments with small spaces, a smaller fixed electric heater may be sufficient.

If the living area already has a fixed heating source, such as the heat pump, it might just need an upgrade in order to comply with the standards. Certain types of heaters cannot be utilised to meet the standard as they are either inefficient, unaffordable to operate and/or unsafe to run.

Ventilation Te Mata

Each liveable space in a rental home must contain at minimum one open doors or windows to offer natural ventilation. Furthermore, moist areas like kitchens and bathrooms must have a suitable externally vented extractor to eliminate moisture.

The ventilation quality is all about recognising that dry air will be less difficult to heat and a well ventilated rental property will be less prone to developing damp and mould.

Bedrooms, living rooms, kitchens, and dining rooms are considered liveable spaces. Connecting spaces such as the hallway aren’t liveable and don’t require an opening window or door.

Every window, door or skylight needs to have the ability of opening to the outside while remaining closed, allowing for fresh air circulation and air flow.

Bathrooms, kitchens, as well as any other space in your home with a bath, shower, cooktop or other high water-generating appliance will need adequate extractor fans that can be vented out to the outside. We offer a Healthy Homes Assessment service will make sure there is sufficient air circulation in every living space with the right extractor fan in areas with high moisture.

Insulation Te Mata

Underfloor and ceiling insulation is mandatory to all rental houses from 1 July 2019. Property managers and landlords are required to ensure that the insulation is in line with current quality. In some cases, old ceiling insulation as well as insulation within the subfloor space might require to be filled with or replaced.

A well-insulated house can reduce condensation and lower the chance of mould and damp, and it will make it easier to the household to hold warmth.

Insulation needs to meet the R-values for your area

The "R" is a symbol for thermal resistance and it is a measurement of how well the insulation withstands heat flow. The higher the R-value, the more effective the insulation.

  • Zone 1 - Auckland & Northland Ceiling R 2.9, underfloor R 1.3
  • Zone 2 – the remainder of North Island except Taupo and the Central Plateau – ceiling R 2.9, underfloor R 1.3
  • Zone 3 Zone 3 North Island Taupo, Central Plateau and all of the South Island – ceiling R 3.3 below floor R 1.3

Te Mata Moisture Ingress & Drainage

The security of your rental home from the effects of moisture isn’t just a matter of the interior of the building but you must make sure there is somewhere for surface, rain as well as groundwater to move, and also stop it from getting into the building. When it concerns damp and moisture it’s frequently not apparent that it can cause a lot of trouble and cause damage to your investment as well as harming your tenant’s health.

Properties that are rented must be equipped with effective drainage to remove floodwaters, surface water, and groundwater, with an appropriate outfall or runoff. Making sure that water has a proper place to go, and also that it doesn’t sit beneath buildings is a vital aspect of keeping your property dry.

In addition to a drainage system to prevent moisture from entering, if your property has an enclosed space between the floor and the soil, a ground-water barrier must be installed if it is reasonably practicable to do so.

Ground moisture barriers are usually a sheet of polythene that is placed over the ground to prevent any moisture in the ground from getting into the building. It also helps to prevent any damage to your underfloor insulation.
