Fines for Failing to Comply

Beginning on July 1st, 2021, once a new, renewed or varied tenancy is signed for a Te Mata Hills rental property, all Healthy Homes compliance items must be taken care of inside of 90 days.

Te Mata Hills Healthy Homes Compliance Timeframes

Tenancies established from 1 July 2019 and the 30th June in 2021

  • The insulation of the ceiling and underfloor is required for all Te Mata Hills and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Intent to Comply Statement An Insulation Statement as well as an Insurance Statement should be included with any renewal, new or altered tenancy contract.
  • Property managers and landlords must keep records of their the conformance to the Healthy Homes Standard that apply or will be applied during the tenancy of their rental properties.

Beginning 1 July 2021

  • Private landlords and property managers have to ensure their rental properties conform with the Healthy Homes Standard within 90 days of any newly renewed, extended or changed lease.
  • All boarder houses (except Kainga Ora and Community Housing Providers with registered boarder household tenancies) must meet the Healthy Homes Standards regardless of the date the tenancy was started.

From July 1st 2023

  • All homes that are rented out to Kainga Ora (formerly Housing New Zealand) and Community Housing Providers that are registered are required to comply with the Healthy Homes Standards regardless of the date the tenancy was started.

Starting 1 July 2024

  • All rental homes have to meet the Healthy Homes Standard regardless of the time of the first day of tenancy.

Te Mata Hills rental properties should have a permanent heating source that can heat the main or largest living area to at minimum 18 degrees Celsius, even on the coldest days of the year.
