From the 1st of July in 2021, once a new, renewed or varied contract is signed on a Whakatu rental property, all Healthy Homes compliance items must be completed by the end of 90 days.

Tenancies that were signed from 1 July 2019 to the 30th June in 2021

  • Underfloor and ceiling insulation is a requirement for all Whakatu and New Zealand rental houses where it’s reasonably practicable to install.
  • A Healthy Homes Statement of Intent to Comply along with an Insulation Declaration and an Insurance Statement must be included with any renewal, new or altered tenancy contract.
  • Property managers and landlords have to keep records of their compliance with each Healthy Homes Standard that apply or will apply during the tenure of an apartment rental.

From 1 July 2021

  • Property managers and private landlords have to ensure their rental properties comply according to Healthy Homes Standard within 90 days of any renewal, new or a change in tenant.
  • All boarder houses (except Kainga Ora and Community Housing Providers with registered boarding household tenancies) must adhere to the Healthy Homes Standards regardless of the time the tenancy began.

Beginning 1 July 2023

  • All households let from Kainga Ora (formerly Housing New Zealand) and registered Community Housing Providers must comply with the Healthy Homes Standards regardless of the date when the tenancy started.

Starting 1 July 2024

  • All rental houses must be in compliance with the Healthy Homes Standard regardless of when the tenancy first began.

Heating Whakatu

Rental properties in Whakatu require a reliable source of heating that can heat the principal or the biggest living room to at least 18degC, even during the coldest winter days. This is the minimum temperature indoors suggested by the World Health Organisation for people’s physical health and mental wellbeing.

The heating source requirements to be fixed (i.e. not portable) and at least 1.5 Kilowatts in heating capacity, and must meet the minimum required heating capacity for the main living space. For most properties, larger fixed heating devices such as heat pumps, wood burners pellet burners, flued gas heaters are required. However, in certain instances like apartments with small spaces small apartments, a smaller electric fixed heater might be enough.

If your main living space already has a fixed heating source, such as a heat pump, then it might just require an update to make sure it meets the requirements. Certain kinds of heaters cannot be used to meet the quality since they’re either expensive, inefficient and/or unhealthy to run.

Property managers and landlords have to make sure that the insulation is in line with this new quality.
